Electronic ID
In order to use digital services from Norwegian public agencies, you must have an electronic identification, e-ID, to be able to log in. An electronic identification is an electronic way of proving one's identity on the internet.
Digital communication
The Storting has made changes to the law governing communication with citizens. Now all public agencies may communicate digitally with citizens rather than via standard paper mail. Digital communication improves the environment and re-channels public spending.
Opting out
If you do not want to receive digital mail, you can simply let public authorities know that you would prefer to receive official documents and letters on paper. You do this by opting out of the common contact register.

Access to digital services from the public sector
The general rule is that public agencies in Norway communicate with the citizens in digital form. This will also apply to Ukrainian refugees with temporary collective protection.
